About basement waterproofing
Water in a basement is pushed in by the water table rather than falling onto a surface, so coatings that work on a terrace fail here. Active leaks are closed first with PU injection grouting, then the junction is coved and a crystalline cementitious system applied either side of the construction joint.

Can it be fixed from inside?
Yes — negative-side treatment is the normal approach in an existing building, since excavating outside is rarely practical. It needs the active leaks closed by injection first.
